Appeals Panel (Children's Services Transport)

The Appeals Panel considers and determines appeals and complaints relating to the Transport Service administered by the Directorate of Children's Services.

Appointments

The Appointments Committee make recommendations to the Council on the appointment of the Chief Executive and deals with the selection, appointment and terms and conditions of Directors of the Council.

Audit Committee

The Audit Committee maintains an overview of external and internal audit reports and recommendations. It deals with matters relating to financial management and other internal control systems.

Brierley Hill Area Committee

The Council appoints five Area Committees comprising the local ward councillors for the area concerned. Area Committees involve, consult and represent the local community on issues affecting local people. Brierley Hill Area Committee covers the electoral wards of Brierley Hill, Brockmoor & Pensnett, Kingswinford North & Wall Heath, Kingswinford South and Wordsley.

Cabinet

The Cabinet comprises the Leader and nine Cabinet Members each with a defined portfolio (or areas of responsibility). Collectively, the Cabinet makes decisions affecting local services and makes recommendations to the full Council on the overall policy direction.

Central Dudley Area Committee

The Council appoints five Area Committees comprising the local ward councillors for the area concerned. Area Committees involve, consult and represent the local community on issues affecting local people. Central Dudley Area Committee covers the electoral wards of Castle & Priory, Netherton, Woodside & St Andrew's, Quarry Bank & Dudley Wood, St James's and St. Thomas's.

Children's Services Scrutiny Committee

The Council has five Scrutiny Committees with a key role to review and scrutinise Council and Cabinet decisions. This Scrutiny Committee is involved with the overview and scrutiny of matters relating to Children's Services and the functions of the Council under the Children Act and associated regulations and guidance.

Community Safety and Community Services Scrutiny Committee

The Council has five Scrutiny Committees with a key role to review and scrutinise Council and Cabinet decisions.This Scrutiny Committee is involved with the overview and scrutiny of matters relating to crime and disorder, community safety, social inclusion and other services to the community.

Council

The Council comprises all 72 elected members. It has responsibity for approving the overall policy framework including the budget. It retains responsibility for certain functions, however, most of it's powers and duties are delegated to the Cabinet or committees operating within the decision-making structure set out in the Constitution. The full Council also has a key role in holding the Cabinet to account.

Development Control Committee

The Development Control Committee deals with matters relating to town and country planning and development control, including the determination of planning applications.

Disciplinary/Dismissal/Grading Appeals

The Disciplinary/Dismissal/Grading Appeals Committee deals with internal staffing issues relating to Council employees.

Dudley Borough Local Access Forum

The Local Access Forum is a statutory body, set up under the Countryside and Rights of Way Act (2000), which is responsible for advising the Council on the improvement of public access to land in the Dudley Borough for the purpose of open-air recreation and the enjoyment of the area. Membership of the Forum is made up of land users, land owners and other parties with an interest in open-air recreation in Dudley. This is a very wide function and members of the public are invited to raise issues with the Forum should they wish.

Environment Scrutiny Committee

The Council has five Scrutiny Committees with a key role to review and scrutinise Council and Cabinet decisions.This Scrutiny Committee is involved with the overview and scrutiny of matters relating to housing, highways, waste management and the promotion of the environmental well-being of the area.

Halesowen Area Committee

The Council appoints five Area Committees comprising the local ward councillors for the area concerned. Area Committees involve, consult and represent the local community on issues affecting local people. Halesowen Area Committee covers the electoral wards of Belle Vale, Cradley & Wollescote, Halesowen North, Halesowen South and Hayley Green & Cradley South.

Health and Adult Social Care Scrutiny Committee

The Council has five Scrutiny Committees with a key role to review and scrutinise Council and Cabinet decisions.This Scrutiny Committee is involved with the overview and scrutiny of matters relating to local health and adult social/health care services, including matters relating to local National Health Service bodies.

Licensing and Safety Committee

The Licensing and Safety Committee is responsible for a range of licensing matters arising from the Council's powers and duties under various legal provisions and regulations (except hackney carriage and private hire licensing). Some of the Committees powers are delegated to Sub-Committees.

North Dudley Area Committee

The Council appoints five Area Committees comprising the local ward councillors for the area concerned. Area Committees involve, consult and represent the local community on issues affecting local people. North Dudley Area Committee covers the electoral wards of Coseley East, Gornal, Sedgley and Upper Gornal & Woodsetton.

Regeneration, Culture and Adult Education Scrutiny Committee

The Council has five Scrutiny Committees with a key role to review and scrutinise Council and Cabinet decisions.This Scrutiny Committee is involved with the overview and scrutiny of a wide-range of matters including regeneration, economic development, leisure, arts, sports and recreational activities, equality and diversity, adult education/training and community learning.

Shadow Dudley Health and Wellbeing Board

The formation of the Shadow Board recognises that the Council has a key role to encourage coherent commissioning strategies across the NHS, social care, public health and other partners. The Board deals with the responsibilities of the Local Authority and the GP Consortia for the Joint Strategic Needs Assessment and the Pharmaceutical Needs Assessment. It is also involved in developing a Joint Health and Wellbeing Strategy.

Standards Committee

The Council has a legal duty to establish a Standards Committee. It's role includes the promotion and maintenance of high standards of conduct within the Council. There are 3 Sub-Committees who deal with any local complaints relating to alleged breaches of the Members' Code of Conduct.

Stourbridge Area Committee

The Council appoints five Area Committees comprising the local ward councillors for the area concerned. Area Committees involve, consult and represent the local community on issues affecting local people. Stourbridge Area Committee covers the electoral wards of Amlecote, Lye & Stourbridge North, Norton, Pedmore & Stourbridge East and Wollaston & Stourbridge Town.

Taxis Committee

The Taxis Committee discharges the Council's functions relating to hackney carriage and private hire licensing.

Tree Preservation Orders Committee

The Tree Preservation Orders Committee consider applications relating to protected trees and representations for the modification of, and objections to, Tree Preservation Orders and the determination and revocation of such Orders.
